Shimmy coming through steering wheel

I've chased a constant shimmy that comes through the steering wheel on my 20 TRD Sport. Truck has 50k miles I've had it since new, recently did brakes and upgraded to 21" Lexus wheels. Still have the shimmy though not as bad as before. I've had the truck wheels balanced and truck aligned a dozen times chasing this from the dealer with no answer.
Before brakes and new wheel setup you could be going down the interstate let go of the wheel and watch the steering wheel shimmy.

In my area it's starting to get cold out and after sitting for hours while at a concert got in the truck it was cold out and as I was merging onto the interstate had the shimmy fairly bad. So seems like the cold also affects it.

Question is anyone ever have this issue and I'm wandering if I should upgrade the suspension maybe a bad shock up front?

 

Wheel balance. Ask for road force balancing.

 

What's that exactly? What's different versus what they normally would do? Out of curiosity

I had shimmy issue with some aftermarket wheels.
After 7 balances, 3 of them road balance, I could never get rid of it.
Put the stock TSS wheels back on and no shimmy.
With all my documentation the wheel seller let me return the wheels for a full refund.

It has prevented me from buying new wheels again.
My 10 year stock wheels are getting faded.
