Timing marks off?

doing my first timing job, when I turn the crank forward to offload cams and have crank pulley dead on the dowel, the cams are off mark and ofc when I have the crank pulley dead on, the cams are off the center of the T.

Pics 1,2,3 go together and pics 4,5,6 go together. I mean it was running fine but I do need to fix this somehow?

If i line the crank pulley up at 0, then the marks between it and the cams look good. Maybe when the crank is line up at the dowel, the marks between the three arent supposed to be perfect?? Can anyone confirm or deny? THANKS!!
