Just picked up a 21 Tundra.

Noticed tonight that it looks like something is missing from right under the tailgate area.

What is supposed to be here?

Nothing is supposed to be there. Perhaps the previous owner had one of those tailgate light strips and that is the leftover adhesive. Here is a picture robbed off google, there is just a gap under the tailgate and bare metal

    I agree with the others.
Not sure why they didn't put a ground screw under the truck.

I'd pull the tailgate and either thumb that residue off or use a 3M eraser wheel or equivalent on a drill..
Clean it up what's left with Goof Off..

Yep, I'd say they had a lightbar. Many company's have it installed with double sided tape so that looks like the correct size from what I've seen.

With that light bar I hope you have your spare in the bed.

Mines not attached with doubled sided tape. I have velcro so I can remove it. But in the 6 years owning the truck, the spare has yet to be needed.

I had one of those on my 2005, you know back when they were cool....
I mounted it with velcro so I could remove it to access the spare..

You better knock on wood, and I'll join you.
I've yet to have a flat on my 2014 in the 10 years I've owned it...

Once you clean off that residue you could always mount two small LEDs in the thread holes.
I have mine wired in as “always on rear DRL”
