This started a month or two ago. Its coming from the wheel well. Typically on cold starts and when there is a load up front (pointed slightly downhill) and perhaps just in drive not sure about reverse. Its rotational meaning it stops when i stop and only when turning either left or right and sound seems to correspend to which direction im turning. Any ideas?

Power steering could be...it also sounded like a rotor/brake to me. But I suppose if your wheel is slightly rubbing something it could sound that way. The cold start thing has me thrown if it's not PWS. Are you saying it goes away when the truck warms up?

Its strange, it used to only due it first thing in the morning when cold but lately if I drive down the street and run into a store after 10 or 15 minutes I have heard it again but not quite as loud. It does seem to go away after a few minutes... I don't know if its a temperature thing or load related (being on a slope for example). If it was power steering related I would think it would be coming from engine bay but it sounds more like the wheel assembly area. I'll try to get better video when i can and isolate the area.

I'd throw the truck on jack stands and start checking the front end, brakes, rotors, etc. FWIW, a few years ago I put some Power Stop rotors and pads on our RAV4 and every morning it made the worst noise ever going down the driveway. Went away after it warmed up.
