    That thing works....for a while. I got so frustrated with mine I threw it out. I wish someone made a better one that would work.

    I know of no risk (other than overflow and spillage) to having more fluid in the reservoir. Personally I would overfill it a bit. And actually having more volume may disperse contaminants and have more volume to disperse heat, although the benefits would be minor.

    I've pumped out fluid from my power steering reservoir using a cheap transfer pump from Harbor Freight. It works well and would take care of your issue.

    I don't know about the IFS steering rack, but I have pulled apart to rebuild landcruiser steering pumps, as well as steering boxes (to replace some seals and drill/tap for hydraulic assist/ram).

    My perspective on it would be to dump the fluid, and put new in. Get your tires off the ground, disconnect the lowest hose(s) and turn the steering wheel left to right a few times to evacuate fluid. Maybe turn the pump over for half a second to get any fluid out.

    Steering fluid isn't that expensive and they don't hold that much, easy enough to do a "flush" by filling it with cheaper generic stuff, cycling it back and forth a couple times, draining again and then putting new fluid in.
