    Stock size tires or no?

If you're not running the stock tire size, speedo will be inaccurate and so will the mileage.

What are you using to verify your speed is accurate?
As Shifty stated change is tire or rim size can affect speedometer and odometer.

My 96 Camry does something similar. Speedo is right but ODO counts at almost double mileage. It just started doing it one day . Car has 467k on it so I don't worry much about it but it is really odd.

It would have to be clown car tires for this to show up. Even pretty big tire changes only result in single digit percentage differences.

Presumably, this is an ECU problem.
