Changed valve stem seals. Smoking worsens. On startup, engine revs at 2200 rpm for a short duration after which the white smoke disappears after the engine rev falls. Mechanic suggests rings need changing. Engine mileage only 100,000. Any comments?

100K is really low mileage for worn rings. A compression check would tell you a lot. A leak-down test would tell you even more. Without one of those test, it's impossible to diagnose rings as the problem.

You sure it's actual smoke and not just a bit of condensation being blown out during a cold start?

White "smoke" is not oil, and your "mechanic" knows that. Burned oil in exhaust smoke is blue. It could be condensing water vapor as suggested, or it could be coolant leaking past head gasket. In my paranoid opinion, mechanic has nicked you for the valve seals, now he's trying to get you over the barrel again for a complete tear down. Find another mechanic.

FWIW, my used to do that every now and then. Cleaned the throttle body and have never seen it since.

Agreed, white smoke might be a head gasket...

If it's a bad head gasket, you'll see a drop in the coolant level. You might also see some contamination from combustion particles getting into the coolant. Mine does the same thing and you can see clear water at the end of the tailpipe. It's condensation that forms as the system cools down. Once it's warmed up, there's no steam (it's not really smoke) and no problem with fluid levels. I, too, believe that the major problem here is that your mechanic is either incompetent, crooked, or some combination of the two.
