Why isn't the 2004 Tundra covered by the frame recall?

When I check NHSTA and other sources it appear that the 2004 Tundra is not covered by the frame recall.
Is there a reason why it wouldn't be?
Isn't the frame essentially the exact same as on the earlier and/or later year Tundra's, which are covered?

While only 2000-2003 were covered under the recall, Toyota has replaced some frames on every year of 1st Gen Tundras...that doesn't mean they will replace yours, it just means it's not out of the realm of possibility. Good luck.

Isn't the 2004 frame essentially the same? That is, wasn't it manufactured by DANA the same company, using the same standards for corrosion in 2004 as the prior years, etc?
For those that had their 2004 frames recalled, I suppose it was not easy task. It was just a matter that the frame was obviously rusted through and Toyota just replaced it without any resistance, correct?

While to some it might be semantics, 2004 did not have a recall. It was a limited service campaign for certain cold climate states. Thru that campaign some had the opportunity to have frame replaced if inspection determined that.
