    I answer and wait til a human begins speaking then I ask if they will hold while I get my attorney on the other line. They hang up and never bother me again.

    I have also asked if they could confirm the number they dialed, and then if they will hold while I get the base captain, as they have just called into a secure government line and they need to explain how they got said number.

    Both have worked to end the crap. Usually follows a major purchase and or refinance...
