    The article says he fled the scene, they later made contact with him, but no arrest made...how does that work???

    No arrest doesn't mean he wasn't asked to come in for questioning... They either questioned him at his home or he came to the station per their request. There are many legit reasons as to why there's no arrest. Some people get terrified and their instinct is to run... Fight or flight.

    Extremely sad outcome nonetheless, RIP to the victim.

    He will get charged in time. Collision investigators and Major Crimes (or whatever the unit is called in that state), will lay charges after some witness and evidence is gathered

    Yeah, most of the time once the arrest is made and charges are pressed, the clock starts ticking for the right to a speedy trial. And if he gets a lawyer then that lawyer can access everything through discovery. I’m sure they will build up evidence then get the warrant.
