Unusual Check Engine issue

    04 Tundra 4.7 DoubleCab
    My 04 Tundra recently failed inspection due to an issue with the check engine light not coming on when the key is in the Acc position before starting. Unfortunately i replace the build which did not resolve the issue. Any ideas on how to troubleshoot and/or fix?
