I really like the diamondback, except I need full access to the bed. Is there any folding or rolling cover that has tie downs and can take a few hundred pounds on top of it?

I have the Truck Covers USA system with the Yakima tracks installed. You can roll the cover all the way in and still use the rack. Vice versa. I haven't loaded it down, but I've put my mountain bike on top.

That's a pretty slick system. That may be an option, depends how much of a pain it is to remove the cross bars. Never used a Yakima setup before.

My friend has a Retrax MX that can supposedly withstand 400 to 500 lbs on top, but I don’t if a rack can be used with it.
