    I saw a snippet of this on the news and it's looking like he's in negotiation with the city on leaving with a severance pay. No joke...

    The community is only about 4,400 strong as of 2019.

    The Spring Valley Village police chief is expected to "end his employment" with the city next week after facing backlash over allegedly receiving substantial amounts of overtime pay that he's accused of signing for himself.

    Chief Loyd Evans' announcement is slated to happen during a public meeting Tuesday, according to ABC 13.

    The issue came to light during a special session on April 1, where city representatives said they found an "exempt employee" had received very substantial amounts of overtime pay in both 2020 and 2021. That employee, according to the meeting's agenda, is the city's chief of police.


    In a statement read by the city attorney, only in the rarest of occasions and under specific conditions does the city policy permit overtime for exempt employees.

    "This single exempt employee over the course of a nine-month period in 2020 received $189,038 in overtime, plus his base salary. In 2021, these overtime payments continued for an additional $96,040 plus base salary," the city's attorney read.

    "This information was not well received by your city representatives, the lack of openness, transparency, or even awareness by the individual responsible for the distribution of these overtime funds, who was also the recipient of these funds, has left your city representatives questioning the judgement and their trust in this individual to continue their role within the city."

    Lawyer Amanda Bolin, who represents the chief, says that he denies any wrongdoing and is "hopeful for an amicable resolution regarding his employment with the city."

    The city attorney said the mayor and mayor pro tem asked the police commissioner and reserve assistant police chief to meet with the chief to discuss his willingness to retire, but the meeting did not go well or have the intended result. The city attorney also said that the chief made threatening statements to the police commissioner over the phone not long after the meeting, resulting in the chief being immediately placed on administrative leave.

    COVID-19 and the possible staffing issues due to the pandemic.

    "Those are all good concerns and they will be addressed," a city official said during the meeting.

    He says he worked every bit of those OT hours to cover for lack of manpower during covid. That's respectable, but if you're exempt you don't get OT. I worked all sorts of OT the last 2 years and didn't get a dime for it.

    That may be true, but payroll and clocking hours is typically done through an app or platform that has rules built in. If its normal for PD to pay OT on exempt employees that would explain things, but every company I've worked for on salary is a big laugh when you ask about OT.

    The city I lived in before this one had a City Manager who was taking money out of the water fund and using it to prop up other city programs to make it look like the town was doing better than it was. People were moving in like crazy and all of a sudden, there wasn't enough money in the water fund to expand the infrastructure. Minimum water bill, before turning the spigot spiked to $130/month and the City Council got rid of the crappy city manager. Unfortunately, the City Manager had written his own contract and received a huge severance check when they let him go. This was in Texas also.
