I have this code so I replaced the sensor on the upstream passenger side. The code comes right back after clearing it. I tested the old sensor it has 6.5 ohms across the heater so it doesn't seem to be the sensor itself.
I checked all the fuses that seem to relate to the system (A/F fuses) and they were all good. I guess it's an issue with the harness but I don't even know where to start with that. Does anyone have any other ideas what to troubleshoot next?

You can probe power from the ECM to ensure its receiving power. Inspect the harness for damage.

Can you tell me where the ECM is at?

Possibly on the passenger side behind the carpet. There may be a black metal cover covering it. Toyota appears to like this location for the ECMs. You will also need a pinout sheet to know where to probe.

in a 2001 its behind the glove box. Might be the same for the 2006

Before finding it you can turn the ignition on and get under the truck and make sure the connector down there is getting power to the heater and signal wires
