Obd2 problem

    2000 toyota tundra limited 4.7
    My 2000 Tundra 4.7 only gets .5 volts at the OBD2 connector so it will not scan.When plugged into scanner voltage goes to 1.83. When I ohm from ground to reference wire I get 2.2 ohms. this goes away if I pull the fuse for ETCS. Any thought would be helpful.

    Have you checked the 7.5 A OBD fuse driver side kick panel ?
    You are checking at pin 16, correct ?

    I believe there is also a fuse for the port under the hood as well.
