Recently bought a 2017 tundra trd offroad. I was gonna buy the black trd pro wheels. But after looking it appears the trd offroad and trd pro have the same wheels, but the pros are coated black? Is that true?

Yes, the pre-2019 Pro wheels are basically just black TRD Off-Road wheels. If you're looking for that style then just save the money and powder coat yours.
