Installing BD Fogs, where does this part go?

So I’m currently installing my Baja Designs fog kit. First time removing the fender liner behind the fog lights. This bracket fell out after I took all the screws out, can anyone tell me where it’s supposed to go where I put the liner back on?

That holds the lil mud flaps that go in front 2 screws hold those flaps

It attaches on the Inside, the mud flap is on the outside
