    Is there a way to put a Marketplace in the region for those looking to buy and sell parts?
    I find going through the marketplace very cumbersome as you have to click the post to find out where the person is.
    I think making marketplaces by region or state would work better or maybe update marketplace rules to put your location in the title.
    Who would I contact about these things?

    Yes, you can via said region. As an example, here is Colorado's

    I would just list it for said region
