This was a debate of sorts that involved science, anger, insults, and accusations. Eventually it was determined that the greater Phoenix area is a basin and the Tucson area is a valley.

Some Basinites get upset when you tell them their mountains aren't big enough.

we even have confirmation from AI

That map is accurate. I lived in Ahwatukee, and I was white and too cool for Phoenix.

I have a BAOFENG UV-5RM but haven't spent enough time to figure out how to use it, nor get any licensing (just listening).

Vehicle mounted comms is a mars/cap modded icom 2370 that opens up the ability to Tx on anything in the 2m/70cm bands. This includes HAM, business bands, GMRS/FRS and MURS. Just pair with the correct antenna for your designated mounting location and target frequency to get the most out of the setup and protect the equipment from itself.

legal eagle: just because you can transmit on these freqs, it is up to you to decide if you want to do some without proper licensing as well as conditions for using said freqs. There are some funny fcc compliance considerations once you deep dive.
