    There is a simple solution to this problem. It won't stop it completely but will slow it down. You require scrap yards to only buy converters from licensed shops.

    They do that around here. Any recycling of copper bus bars a valid ID, workplace number and verified if the material has came from the company.

    Now junk yards...not sure about that.

    Requiring shops to only buy from "licensed" shops only will create a network of crooks acting as "middleman" between thieves and those authorized to do business.

    Want to stop it - create a turn in program where shops/recyclers can turn in x number of converters and be paid a premium over the material value BUT limit them to say 20% more than they can prove they recycled in 2020. In turn they cannot be in possession of an additional converters or face fine/loss of access to program.

    Basically reward the honest 90% and allow law enforcement to focus on the 10% who won't participate because they cant/won't maintain compliance or agree there is no valid reason why their converter replacements and turn ins should spike just because platinum spiked in value.
