If you're dispersed camping lots of stuff is open including big bear

Just developed sites are closed and a few popular areas

No specific location. The way the governor’s orders are written, ALL dedicated campgrounds are closed. But you can go to BLM land and find an undeveloped spot with no amenities as long as you are independently equipped (self-contained for bathroom, shower, cooking, dishwashing, trash removal, etc.)

San Bernardino Nation Forest stayed open. Just no developed camp ground. but all the yellow post sites are open and you get legal fire ring and picnic table. More options out there than just BLM

You could also check-out hipcamp.com. You would be on private land. We have used it a few times for camping before.

I think a lot of it has to do with what they can enforce. Death Valley is remote and not a lot of people will try to go there so easy to enforce. Big Bear is close and easily accessible so they never closed it because they knew they wouldnt be able to enforce it

The joshua tree national park. Not death valley. Joshua tree was completely closed until today.
