On my home A/C, when the power goes out and then back on immediately, my compressor will freak out and make a gawd awful humming noise like it is frozen and trying to turn. If there some type of safety mechanism that can be installed that will prevent the unit from coming back on for X number of minutes and prevent this from happening?

You could also try installing a "hard start kit". It's basically an additional cap that stores power and helps the compressor startup when starting from no power. It sounds like your compressor is getting out of phase with the lapse in power and trying to correct itself and the power stored in the cap could be just enough to hold it over while the power dips.

Not an hvac pro anymore, just a hobby now.
