Looking for mud flaps for Dad's 2012 4Runner and sites ask if it has power running boards or fender flares. I don't know if these are considered fender flares?

I don’t think they are considered flares. That pic is of an SR5 or Limited. They all come like that from the factory. For 2010-2013, the rarer Trail Edition model has low profile, flat black flares similar to a TRD Off Road Tacoma. I bet that’s what the site is asking about.
    Here’s a Trail 4Runner pic for reference:

Good point! Maybe worth a call to the manufacturer to double check. Are you getting OEM flaps?

You may get a more definitive answer if you check out 4RUNNERS.com. Same format as the Tundras forum.

I hadn't looked at OEM flaps yet but I will now, thanks.

You’ll probably get the same question about flares. On Trail edition 4Runners from 2010-2013, the OEM flap is an extension of the black off road flares. On SR5s and Limiteds, it is not.

    I drove a 2012 4R before the Tundra. Such a great vehicle!

You really have to know the vehicle to look at his and not think it's only a year or two old due to the design and the condition.
