Remove from bumper on 2019 TRD Sport

I’ve removed the toe hooks, the front inner fender plastics and all 4 (14mm) bolts where the bumper bolts to the frame on driver and passenger sides. I can’t get it to come away from the truck. Trying to install my CB 1/2” shims. Any recommendations? Truck is a 2019 Sport with NO parking sensors.
