I have a 2003 Toyota sequoia Limited 4x4. I rebuilt the engine after a blown head gasket and now the car won’t start.

So when I turn the key to the on position briefly the starter engages.
When turning the key to the start position it does not engage the starter unless you touch the gas pedal.
When I do manage to get the engine to turn over and try to run the starter keeps engaging and I have no idea what to do any ideas are welcome.

    Too many…scratch that…not done yet.
Have you checked the starter and the cables to the starter?
When it tries to turn over, does the starter click?
Being that old, if it's never been replaced, might be worth it.
    Second thought is the alternator.
Same considerations as with the starter.
At minimum, you might check or swap out the big 3 cables.

3” lift, black step bars, aftermarket wheels, LT305/55R20 was this way when I brought it.
In the past I have had a older Chevy do this and it turned out being a bad bendix, on the starter. I would start there.

    You bet.
In order, I'd check the wires, starter, then the alternator.
If you're not having any other electrical demons or crazy things happening on the dash board or instruments, I doubt it's the alternator. If you start seein any gauges or dash lighting get squirrelly or actin erratic...prolly time for a new alternator.

Have you double checked the relay? Did you by accident place the relay in the incorrect place and or do you have he correct replacement relay? Just for testing purposes, what happens if you put the defective fuel pump relay back in. Does it still do it?

I just checked the wiring diagram and relay location. I'm assuming you have a V-8. The starter relay and fuel pump relay looks like it may be switched. Without getting too crazy, the fuel pump relay and starter relay look alike from the outside but they differ on the inside. Verify the location with below reference
