Well im finaly going to do this task of filling in the DIRT area in the pic but now im just curious whats the difference and what would work best. Mortar is more of a sand right? But can it be used? or should i use just the concrete mix? I plan on making it as sticky as possible as i dont plan on framin and filling. I hope to be able to leave it thick and use at sculpting or clay and fill it in. What are your guys thoughts?

Concrete without a doubt. Mortar is normally used to "glue" stone together such as bricks, blocks etc...

Are you doing this yourself? How thick is your wall and are you pouring the concrete in to match the wall thickness? Using pavers stacked up may look better along the bottom of your wall.

Yes i will as im tired of the neighbors dirt that ends up in my patio. Wall is no more then 3inches thick. Its square tube frame. I did think about pavers but its only about 4inches tall at the highest peak. Hoping concrete will just retain the dirt atleast.

Depending on your mix, that may crack and look not too good down the road.. Would some sort of tall grass plants between work for your scenario? It would probably look better too. I noticed you're in riverside, maybe a blue fescue?

No room for plants. Their house sits a bit higher the ours. My patio is all concrete. Just inbetween(under) the fence and their property is all dirt. Concrete is like 5 bucks i guess ill take the chance and hopefully it wont crak
