Volkswagen is being engulfed by a growing crisis over its attempt to make millions of diesel cars appear cleaner than they are.

The scandal broke Friday, when U.S. regulators said the German company had programmed some 500,000 vehicles to emit lower levels of harmful emissions in tests than on the roads.

Volkswagen stunned investors Tuesday by admitting that the problem was much bigger than that: internal investigations had found significant discrepancies in 11 million vehicles worldwide.

It set aside 6.5 billion euros ($7.3 billion) to cover the cost of recalls and “efforts to win back the trust of our customers,” trashing its profit forecast for the year in the process.

Shares in Volkswagen plunged another 20% Tuesday, after crashing 17% Monday. That means more than a quarter of the value of the company has been wiped out in just two days.

“Now it looks like it’s becoming a very global issue. It really will be bad for the reputation of the company for a couple of years, it will take time to rebuild the trust of the customers,” said Klaus Breitenbach, automotive analyst at Baader Bank. “It’s really worrying for the company and also for the whole industry.”

It’s hard to overstate the significance of the crisis in Germany, where making quality cars is central to the country’s reputation as a manufacturing and export powerhouse. The auto industry accounts for about 20% of exports, and employs 775,000 people directly.

Volkswagen, which also owns the Audi and Porsche brands, overtook Toyota earlier this year to become the world’s biggest automaker by vehicle sales.

Authorities in Germany have ordered the country’s car makers to come clean on the scale of emissions manipulation. The French government wants a Europe-wide investigation, and Italy wants to know whether it has been affected.

Volkswagen said it was in contact with the relevant authorities and the German Federal Motor Transport Authority.

Apart from the financial damage — Volkswagen could in theory face fines of up to $18 billion in the U.S. alone — the company could lose its boss over the affair.

CEO Martin Winterkorn, who survived an attempt to remove him from his position earlier this year, apologized to customers on Sunday for breaking their trust.

Some analysts say his position at the top of Volkswagen may once again be under threat because of the scandal. German media reported that he could be ousted as early as Friday, to be replaced by Porsche CEO Matthias Mueller.

Volkswagen was not immediately available to comment on the reports.

Michael Horn, the head of Volkswagen in the U.S., admitted late Monday that the company had “totally screwed up.”

“Let’s be clear about this, our company was dishonest with the [Environmental Protection Agency], and the California air resources board, and with all of you,” Horn said. “In my German words, we have totally screwed up.”

Regulators in the U.S. said Volkswagen cheated on environmental standards by programming engine management software in some diesel cars to turn on emission controls only when being tested. Cars equipped with the device would run up to 40 times more emissions when on the road, the EPA said.

Regulators have ordered Volkswagen to recall the vehicles, and the company said it was halting sales of some cars in the U.S.

The models affected include the VW Jetta, Beetle and Golf from 2009 through 2015, the Passat from 2014-2015 as well as the Audi A3, model years 2009-2015. Owners of the “CleanDiesel” automobiles have filed a class action lawsuit against Volkswagen.

“We must fix those cars and prevent this from ever happening again and we have to make things right with the government, the public, our customers, our employees and also very important, our dealers,” Horn said.

The scandal dragged down other European carmakers on fear the fallout could affect the wider industry. Daimler, the maker of Mercedes-Benz, was down 4.6% on Tuesday, while BMW lost 5.2%. Both companies said the issue is not affecting their cars.

40% more emissions isn't even close. How are they going to make new cars to actually meet the regulations? Higher cost or reduced performance.

Day i see that i will loose faith in toyota.

Funny when you guy guys want diesel, and say shit, i have two tanks to fill, one for fuel, other for diesel exhaust fluid tank. DEF is a POS system and one you really cant bypass. Dont forget you do have to replace the filter in the system too. Not a easy job on some systems. This is one reason why cat (caterpiller) diesel is out of the market(class 8 engines) because of this system.

I have a diesel jetta i'm still making payment on.
i was considering selling it since i won't drive it much due to the new job i'm taking (90% travel), but it'll probably lose all it's value now since all this shit just happened.
but from what i read, they will try to do an upgrade to the software and i'll loose a lot of MPG's over it.
however, i have hope that you can buy a chip or re-flash it to the old software to bring it back to how it was.
i'm really curious how current emissions relate to a truck. (might have bad emissions compared to other cars, but compared to a truck, maybe not as bad? I know most vehicles you pay higher tax on "not so eco friendly vehicles" so i'm curious if that is part of the EPA's/goverments problem.)
i also wonder if you can refuse the upgraded software, and just let newer vehicles deal with it.

I'm sure the fine Germany imposes on VW will pay for quite a few more military aged males...I mean refugee's.
I also think the EPA needs to point the finger at themselves before others & focus on learning how not to dump millions of gallons of mining waste into rivers before they try to really fix this "issue"

I would think there is no way they can make you come in and get the upgraded software. If you don't take it to them, they can't do the upgrade.

I agree unless I need to take it in for something warranty. I also have 8 free oil changes left that look a lot less appealing now. I guess time will tell.

I'd let them keep those free oil changes... Dont let them flash any tune on your car. Trying to beat the emissions may turn it into a dog. I think bullydog makes a tuner for your car

I was actually behind one of these affected station weapons in traffic today and it was blowing smoke like a 3-pack-a-dayer. I was glad I had the AC on max so I didn't have to smell it. Probably wouldn't have thought much about it if all of this business wasn't hitting the fan right now.

Also the reflash will most likely be ordered to be done by the EPA as part of any settlement. Strict smog states like Kommiefornia will most certainly be scrutinizing affected V Duds during smog check time. Bet on that. Might as well trade in now for a Prius because they are so "green".

My wife's daily driver is a Audi A3 TDi and she loves it. I heard the like of a urea tank and particulate filters. VW will have to compensate owners for adding an expense to the normal daily routines.

I kinda did like those Diesel VW's and even considered getting one. But after all this mess, decided to get wife a RAV4 Limited. She likes it, and actually wanted one after we saw, Nissan Rogue, Honda CRV. HRC and Pilot, Volvo, BMW X1, X2, GM Terrain, Chevy Acadia and a VW Routan, and can't remember all the dealers she dragged me to in a weeks time. The thing is that, we went to see the RAV4, a month ago and it was my choice for her in the first place, we even drove one, but of course she wanted to see other options, yes, she wanted a RAV4 with ALL the Options ! Bought it for her and now she is silent and happy. Cool beans.

The EPA and the California Air Resources Board announced the violations on Friday, accusing VW of installing software that switches on pollution controls during smog tests, then switches them off again so that drivers can enjoy more engine power on the road. (Excite News)

    Now that is just ingenious!

They're gonna get their butt sued off. Mileage and horsepower will be much worse than advertised.

    Buh bye VW.
