Engine Coolant Not Getting Up to Temp

    2001 Tundra 3.4 L V6
    My 2001 Tundra with a 3.4 L V6 got rejected for NJ inspection due to having two monitors (EVAP and CAT) not ready (I had recently replaced the battery). I am trying to run the Drive Cycles (according to Toyota TSB) to get them to the ready state. For CAT, a precondition is to warm engine up so ECT is 80C (176F) or higher. Monitoring OBD, my engine coolant temp tops out at around 78C no matter what I do (idle for a long time, drive at city speeds, drive at highway speeds).

    Two questions:
    - how can I get running temp to be higher than 80C so I can run the drive cycle
    - is a low running temperature harmful?

    Could be your thermostat, if not closing the fluid just circulate. Or to much antifreeze and not enough water.

    Using a scan tool. One of the sensors it monitors is engine coolant temp.

    Will definitely check the thermostat and replace if it is stuck open. But if it opens and closes but its just that the set point is just a bit too low, I don't want to replace it if it is not really a problem for the truck to run at an operating temp just under 176F (I understand normal operating temp is more like 190F). Anyone know the expected ECT when warm?
