Looks like an easy DIY project. Free cheap pallets everywhere. Will be on my list for one of these days!

I welded these up a month or so ago. I also plan to modify them a little more so I can build a couple other types of stands using the same bases. As they sit they would hold those silhouette paper/cardboard targets but I'm going to change it to also use the bases to have a dueling tree and a stand kind of similar to what you showed to either old clays and/or more AR500 steel disks/silhouettes.

Come apart for easy transport and ability to mix and match different target styles. 2x2 tops bc if it gets shot it's cheap to replace plus I can staple targets to them over and over. I used three pieces of 48 inch angle iron and one pieces 48 inch square tubing per stand, and I think the 2x2 are 8 foot? And cut those in half (built three all together)

Nice. I have no welding skills unfortunately :(
