    Might it be one of the clips that holds the plastic bumper covers on? You'll probably need to look from the underside.

    That is exactly what that is. I just switched my chrome bumper end caps out for painted and accidentally broke one of those clips in the process. I used J-B Weld epoxy to re-attach it and that seemed to work well, for now...
