    Kind of. You can equalize the pressures without actually filling the empty tank ,though. There's more to it. If he had both tanks upright the pressure would equalize, but with gas, not liquid and the tank wouldn't be useful. Also, if you don't open the valve and let out the gas at the top of the empty tank, the pressures will equalize without filling the tank to any significant extent.

    Been a while since I’ve filled smaller tanks off a 20# one. Like since before OPD valves….
    Will a modern 20# tank with OPD valve flow LP when inverted?

    I’ve got a 5# bottle, but just stop and have it topped off at the feed store when needed…. I make sure I’m buying other stuff since it’s about a $3 fill.
