Bendix not kicking out and allowing truck to start

Hi all, my 99 sr5, started acting out when changing shifter knob , I realized the new one wouldn’t work and I reinstalled it, from that moment the truck wouldn’t start, so I had to crank it by the starter relay under the hood, now that’s worn and it won’t crank at all. I replaced the relay, the battery, starter alternator and such and such, now I am to this point, after removing my starter, having orielly test it, the bendix kicked out fine, so I reinstalled it and bendix still isint kicking out, it’s not getting enough juice I think, the battery is showing 9.55volts so I don’t know. I just installed new battery terminals and torqued all grounds I could find, anybody????please help

 

Also I’ve heard someone say to reset the anti theft system, that is a myth in my truck I guess, I do not have a security/valet switch, and believe me I looked everywhere, if someone knows of this, please send me a picture of it
