Is this normal at startup? I rarely use this and don't want it on unless starting. I have tried not having it set to "LO" and it still comes on automatically. I know turning system off prior to key off works but I shouldn't have to do that.

Anytime max AC is selected it will be in recirculate. Move it to the next click from max and it should pull fresh air. Fan speeds have nothing to do with how or when it will be in recirc

IIRC from the owner's manual, 'recirculate' is the default position regardless of the temperature setting because it reduces fuel consumption due to not having to cool hot air from the outside.
