At least she didn't get hurt. Tires are replaceable.

In most cases, I have seen municipalities use their immunity. In my experience, municipalities only pay some compensation as a "good faith" gesture or to avoid costly/time consuming small claims actions on things like this.

    1) Wife hits sharp curb

    2) Wife ‘forgets’ what happened.

    3) Commenters feel bad for blaming wife because husband rightful throws her under bus.

    4) Municipality now is at fault.

    5) Commenters will now suggest getting a good lawyer.

    6) Dash Cam will never be installed because wife is in charge in this case.

My best suggestion is don’t let the wife drive “your” tundra. I’ve had my my crewmax for 5 years and my wife has moved it 1 time from my driveway to the curb in front of my house so we could receive a furniture delivery through the garage My wife has a history of jacking up tires and rims.

Not trying to be a downer, but dealing with a municipality for damage sounds about as painful as a BMV/DMV trip. Even if you had it on camera, which I agree is a good idea for all sorts of reasons, I'd wager it still wouldn't loosen a city's purse strings.

I had two windshields on two different vehicles get cracked by rocks in the same mile stretch of highway (within a month). I cursed a lot, then called safelite (then cursed more). That was before I totaled my last tundra hitting a basketball size piece of concrete in middle of highway which sent me into a positive median barrier and a guard rail. Insurance to the rescue.

I'd be more mad that my wife "didn't know" what/how it was caused. Not trying to call her out, but maybe it will change driving behavior for future, as @Cpl_Punishment indicated.

As was mentioned earlier, at least she's okay. Cars are easier to fix than people. Maybe it's time to upgrade to some E rated tires if you haven't yet (I will be once my oems are spent). Best of luck.
