Here is my advice having recently gone through this for my 2005 Limited:

    1. Forget the dealership. They charge too much.
    2. Forget lock smith. I tried 2 and the "common" remotes in the market that they used for replacement did not work on mine.
    3. Go to official toyota parts. I paid about $40 per remote. There are plenty of directions out there for programing on own, which includes steps like inserting your key, opening and shutting doors, etc. I bought my remotes from a official toyota parts shop (dealer) and took into the parking lot and programmed on my own. If they don't work, just take them right back in.

Here is the parts place I used because I live in San Diego, but lots are around. https://www.normreevestoyotasandiego.com/parts/

I had lots of trouble with mine until I figured this out, so let me know if I can help more.
