Help. I can't get my mpg lower than 9.8

    2015 Tundra SR 4.6 Double Cab
    16.7 mpg for me, when i just do highway on the way to work and back so 100 miles round trip its 17 or so, but my drive is alot of up and down hills. It was an average of 17.9 when i mostly drove interstate and flatter highways. Most give gotten from a tank of gas was 19.5mpg. Now a do have the 4.6L truck, and I do have a shell on the back, I did notice a increase once i put that shell on, and i do not run the 10% ethnol fuel unless i have to, its 87 regular or 89+ with ethnol
