My 2003 4.7 Tundra has just 96,000 miles, but sat for quite some time before I acquired it. I had the plastic piping from the throttle body to the air filter box off recently, and noticed the blade of the TB was dirty. My question, should I remove the TB and thoroughly clean both inside/outside the blades, as well as the neck of the intake, or will just spraying the outside of the tb with cleaner be adequate.

You should use Throttle Body Cleaner only. Spray it on a rag or tooth brush and clean it that way. Do not spray the cleaner on the butter fly into the TB. Depending on the dirtiness should take about 20 minutes. Grab some MAF Sensor Cleaner and do your MAF. Check/replace (cheap) your PCV Valve. All simple stuff that makes your truck run better.

This fellow took it to the limit. I suspect the job can be performed with the TB in place on the engine.
    Hope this helps . . .

Yep. Clean the TB right in place. No need to remove.

Would there be obvious reasons for this? I'm trying to track down a problem similar to a plugging fuel filter, but it clears and runs fine, then returns...

Yes. The reason is that the gunk builds up on the TB Plate and blocks/sticks the plate in place (at idle or slow speeds) when coming to a stop making the engine shut off or sputter. Your engine will run better when its clean, as well. Tighten up your throttle cable while you are there.

This may not fix your particular problem, but it answers your question.
