If the seller has the title in hand, then I think all you need is for them to write out a bill of sale and you get that bill of sale and the title notarized. Different states allow you to drive different lengths of time on the bill of sale, so you'd have to check on that for your state.

Sorry should of been clearer. I’m just curious with the COVID-19 shut down. I have bought cars before and just go to the dmv with pink slip and my info and we are done. But I can’t go to the dmv. They aren’t taking any one and no appointments. I’m in Southern California.

If the bill of sale grace period is coming to an end then I'd call your DMV during normal business hours. They should have some kind of process in place to handle these things, or at least the info you need. Then again, it is California..... Things are much simpler out here in flyover country.

I’ve heard a rumor that a lot of dmv services have been put on hold due to the second wave of FEAR-19. I’d do exactly what a few people have said about checking online title transfers. I’m not 100% certain but I’d assume (I’m an ass) that aaa would have some appointment based options too. I have found them to be a fair bit quicker than the dmv as well.
