2014 MGM Tundra TRD CrewMax

My Tundra seems to be missing part# 51455A, which seems to close this gap. Does anyone have experience with this? I have a couple questions and my local Toyota parts guy couldn't answer. If I buy a new skid plate does this piece get removed anyway and that's why it been removed from the previous owner? Or am going to need this piece no matter what?
