My right turn signal blinker is on hyper speed, left one is normal.

What causes this and what fixes it?

Light bulb is dead. Needs new one.
    Or add more blinker fluid.

either your front or rear turn signal on that side is burnt out, causing the hyper flash.

Don’t listen to these jokers....burnt out bulb...pffftt. I’ll have to post this “how to” video once again, for educational purposes only.

A bulb is burnt out or you have a bulb that is not snapped into place all the way.

The use of an LED bulb will also cause this hyper blink.

on a BMW motorcycle I had, the blinkers would act funny when the horn fuse was blown.

I think the idea was that you wouldn't know that your horn didn't work until it was too late, so the blinkers were set up to monitor resistance in the horn circuit and give you some advance warning.

So... if you can't find anything else wrong, check ALL your other fuses.
