So I think my belt tensioner may be going bad on my 2016 and the only warranty I have is the powertrain one. Is the tensioner or the idler pulley considered part of this? If not I will change them out myself

I believe, by law, factory has to fix. I could be wrong.
I had this happen in a 90 Honda Civic. The dealer fixed it for free after i asked a Honda shop how much it would cost. The Honda shop told me, since it is a safety issue, the factory has to fix it.
IDK, got it fixed for free though.

I know the 07's had that issue early on. My tunny records indicate that issue was addressed. New tensioner pulley and new serpentine belt.

I would say yes, since it’s attached to the block and provides a critical functionality to the ability for the vehicle to provide “power”. The main factor in the “Powertrain” warranty. Its not an ancillary component like a compressor that isn’t critical to the performance of the engine.
