Howdy. My 2017 Tundra is not sensing my boat trailer. lights work but not the surge brakes on trailer. Not disengaging from a stop. Any ideas? Thanks.

If your trailer has surge brakes, then the onboard brake controller does not have involvement with the brakes, most likely your surge brakes need to be looked at. I have seen them hang up with something jamming the movement.

None! I tow a boat weekly
As stated above. Surge brakes are activated by the weight of the trailer pushing on the actuator. Has nothing to do with your trailer brake controller. Sounds like your actuator is stuck closed. Also if you have surge brakes you will be using a 5 wire system.
