If it only does it with the new setup, then there’s something wrong with them. What kind of wheels? Are they hubcentric? If they are, then likely the wheels are not the culprit and it’s the tires that need to be balanced better.

I had this happen to me with a set of metal moto wheels they never could get them right. Luckly it was discount tire and they gave me a full refund towards a different set of wheel what I have now. Fuel krank

I bend a lot of rims when I off road. Sometimes the bent wheel will pass the road force machine. But if you put your eyes on the laser while its rotating, you can see the wheel wobble. Most techs do not look at the laser. They run the machine and then bs with the other techs.

So I bet one of your wheels is not true, even though it passes

It vibration/wobble starts at 60 and fast I go the worse it gets Toyota claims there's nothing wrong with the truck because NYS STATES speed limit is 55 and thats the law for the dealers and the serive mechanic will not go abovr that speed I was told. so leaving long island to go upstate or else where doesn't matter to them what the speed limit is

Tell them there are highways in NYS that are 65MPH. Sounds like dealer BS.
    Warped rotors?
    Bad axles?
    Bad alignment?
    Bad hubs?

    To summarize your problem:
    (1) You had no steering wheel shake prior to changing tires and wheels.
    (2) You changed from 20" wheels/tires to 18" wheels/tires, had steering wheel shake starting at 55 and increasing with speed.
    (3) You had balance of new tires/wheels rechecked, found OK, still had steering wheel shake.
    (4) You changed back to the original OEM 20" wheels/tires, still had steering wheel shake.

You have a problem with a hub or brake rotor not running true. If your dealer won't investigate this problem, then you'll need to find another dealer or an independent shop to check this out for you. Alternately, you'll have to learn to do it yourself. Although the tire shop probably f'd something up for you, they are not smart enough to figure it out and/or have little incentive to uncover their screwup.

    (1) Remove the front tires and wheels, and match mark rotor/hub (stud) with Sharpie.
    (2) Remove brake rotor, clean any debris from rotor and hub contact area around studs using wire brush on power tool. Shiny is good.
    (3) Reinstall the rotor and lug nuts on the studs, and torque against brake rotor. (97 ft-lb aluminum wheels, 154 ft-lb steel wheels)
    (4) Attach a dial indicator with a magnetic base to the upper control arm, and place the stylus on the FACE of the brake rotor near OD.
    (5) Zero the dial, and turn the brake rotor through a full turn while observing the movement of the needle.
    (6) Maximum movement of the indicator needle should be no more than 0.002".
    (7) If runout exceeds 0.002", remove lug nuts, rotate brake rotor one stud position, re-torque, and repeat as necessary.
    (8) If maximum runout of the brake rotor can not be reduced below 0.002", replace the rotor.
    (9) If you find one rotor bad, also check the other side to confirm BOTH sides are OK.
    (10) Replace front tires and wheels and use a torque wrench to torque lug nuts to spec.
    (11) If the shake is gone, try the 18" tires/wheels.

You can get an accurate dial indicator and magnetic base reasonably cheap at Harbor Freight.
